What this PR does / why we need it:
We saw outdated metadata errors with volume groupsduring concurrent PVC detaching/provisioning operations with Guitar tests like the following, which ultimately caused an error during cache setup.

WARNING: ignoring metadata seqno 7 on /dev/sdb for seqno 9 on /dev/md127 for VG csi-vg-x84b7gt4   WARNING: Inconsistent metadata found for VG csi-vg-x84b7gt4   See vgck --updatemetadata to correct inconsistency   WARNING: outdated PV /dev/sdb seqno 7 has been removed in current VG csi-vg-x84b7gt4 seqno 9   See vgck --updatemetadata to clear outdated metadata

This PR updates the Data Cache's watcher to run 'vcgk --updatemetada ' to avoid this error.
