Change OPERATION_CANCELED_BY_USER to Canceled instead of Aborted

What this PR does / why we need it:
We want to map OPERATION_CANCELED_BY_USER to Canceled and filter out Canceled from ControllerPublishVolumeLatency SLO. We can't filter out Aborted error codes because Aborted means an operation could be ongoing.
