What this PR does / why we need it:
The node-skew regional tests for PDCSI managed driver are flaky because the nodes auto-upgrade occasionally in the middle of the test, causing random test cases to fail. I fixed this with the gcsfuse CSI driver, and I noticed PDCSI had the same problem.
