Fix micro > milli max backoff bug

What this PR does / why we need it:
#1087 added a flag for max backoff threshold in ms but it converts it to microseconds rather than milliseconds. This fixes that.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
