Enable CheckLeakedResources in k8s e2es

There was a bug introduced recently that caused detach and deletion of PVs to fail: kubernetes-csi/external-attacher#225

We only had one test fail, and the remaining flake. In addition to test improvements (kubernetes/kubernetes#90370), we should also add the testcase that checks for leaked resources at the end of the tests.
