What this PR does / why we need it:
Currently we only show the first 7 tabs in the book. This is a problem because the OpenStack Tab in the getting started guide is on position 10, potentially causing issues when people do not see some necessary steps.
This was recently fixed in upstream CAPI in kubernetes-sigs/cluster-api#6435
