ClusterSpec v1alpha8 still references removed NodeCIDR

If confirmed valid, this would be a documentation bug.

In the ClusterSpec v1alpha8, several fields reference NodeCIDR, although this field is no longer available as a top-level property of OpenStackClusterSpec. While migrating from v1alpha7, this appears confusing.
