`OpenStackCluster.Status.Bastion.ReferencedResources` is not filled up

**What steps did you take and what happened:**
We recently added `referencedResources` to the `OpenStackMachine.Status` and `OpenStackCluster.Status` but we only set it in the openstackmachine controller for now.


**What did you expect to happen:**
We would need to also set it in the openstackcluster controller for the bastion.
