Add support for secure metrics

Describe the solution you'd like
CAPI 1.6 updates controller-runtime to v0.16, which add support for serving metrics securely. We should add support for that to CAPO.

Anything else you would like to add:
Secure metrics was introduced in kubernetes-sigs/controller-runtime#2407.
