generate templates pointing to registry.k8s.io image

What steps did you take and what happened:

Currently all the templates are pointing to -
gcr.io/k8s-staging-capi-ibmcloud/powervs-cloud-controller-manager:6256ccf

What did you expect to happen:

Make all the templates point towards -
registry.k8s.io/capi-ibmcloud/powervs-cloud-controller-manager:6256ccf
