What is this PR about? / Why do we need it?

• For both Volume and FileSystem, after Delete, retry Describe exponentially to validate deletion until timeout.
• Fake cloud Delete handle both JSON string \"fs-1234\" and actual resource ID fs-1234

Extra

• Optimize duplicated controller initialization in controller_test

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
