Terminating user pods slower than needed? #883

@minrk I recall you had an idea on why it took so long to kill a user pod. It was because the spawners stop command did not actually stop the notebook container but left it running?

What was needed to be done in order to fix this, so that terminating a pod can be quicker than waiting the full grace period?
