This revives the way we did it the last time, with some updates.
It's best to mostly just look at the first commit: 1224440 for the general information.
the second one just copies over the spec files, meta-schemas, etc. unchanged.
The 3rd and 4th commits show the identifier changes from
draft-handrews-*-02todraft-handrews-*-WIPand fromdraft/2019-04(which needs to be changed to06or07when we publish anyway) todraft/2019-WIPNOTE: This time around, the page does not include a detailed overview of changes. This is because it will be at least two weeks before I would have time to produce such a thing, if not longer. Given the way things have been recently, probably longer. The options are move forward without such an overview, or don't move forward at all.
