"$recursiveRef" with "$recuriveAnchor": true but no outer "$recursiveAnchor"

If the target of "$recursiveRef" has a "$recursiveAnchor": true but no outer scope also has "$recursiveAnchor": true, then $recursiveRef behaves like $ref.
