If the target of "$recursiveRef" has a "$recursiveAnchor": true but no outer scope also has "$recursiveAnchor": true, then $recursiveRef behaves like $ref.

This is done with the seventh test case in tests/draft2019-09/recursiveRef.json (PR #391).
