[FR] notify admins on account registration with REGISTER_MANUAL_CONFIRM

The new config flag REGISTER_MANUAL_CONFIRM = true is a mvp, but not very usable:

As an site-admin I don't know when somebody wants an account, because I don't get notified.

+1 for this one.
I run 1.14 with REGISTER_MANUAL_CONFIRM = true and this works. on 1.15(Master it has not worked!)

It would be really requried to have emails to admin after registration and email to user after admin activates account.
