Prevent workspace content download (remove endpoints or change permissions)

I've removed the following related to WorkspaceDownload

• Server endpoints
• Proxy plugin
• Content service endpoints

I can no longer find any references in our codebase to workspace download and I believe this is now complete. Closing. Re-open if you believe there is something else required.
