Added PSRAM menu on Olimex ESP32-DevKit-LiPo board

Hello!

In one of the previous PR when I was suggesting changes on our boards about the PSRAM I missed that ESP32-DevKit-LiPo also have option for PSRAM enabled/disabled and thus I did not add this menu in the board.txt file back then.
So here it now!
