OTA update doesn't switch between 80MHz and 160MHz without hard manual reset

This was reported in #579 over five years ago but never fixed...
The compiled in CPU clock rate doesn't get reset in both directions when changing in the binary, flashing via OTA, letting the MCU reset itself, but not by pressing the reset button manually.

PR #6833 finally contains the fix for this.
