This PR does the following:

Reorganizes repo into compliance with D-Lab standard, with new folder structure and file names
Updates headers, code style, and comments
Cleans up some text in the notebooks, and adds text in certain notebooks
Adds a solutions folder, with new notebooks
Updates gitignore
Updates README.md
Updates requirements
Updates license
