The in scope out of scope and goals/non-goals are the most important parts to review. I figured the "in scope" topics are fairly self-explanatory, and the "out of scope" ones need a clear rationale for why the topic is put out of scope.

I decided to add the "TBD in/out of scope" items in the text, that'll be more useful than leaving them in issues or meeting minutes. If there are other TBD ones I missed, please point them out.

The former is out of scope, the latter doesn't seem necessary
(whatever I can imagine saying there should already be covered
elsewhere).

This is basically done and we went over the most important parts of it in the Aug 27th call. Removed the TBD for device support and opened gh-39 with a summary (that's a new TODO).

Planning to merge this soon.
