The Annex C wording is modeled on the compatibility with C form, and should be revised without the "difficulty of converting" clause, probably with a simple code example in "Effects".

Editorial note: the Annex C entry has been revised to not include a
"difficulty of converting" part (which we only use for differences
with C), and instead only state the effects of the removal briefly.
