Move "Publishing a release" to MAINTAINING.md

Right now, this section of the docs lives in ci/README.md and it's hard to find. It would make more sense to put in MAINTAINING.md

I am a beginner to Open Source. So ,sorry but after I pulled the request for the issue, I got an email stating a linked error. can you please elaborate if this is some error that I have generated and how to remove it

It looks like you need to run yarn fmt. I think it's erroring because there's an extra blank line.
