  1. We have mostly stopped using, supporting, and maintaining Crowdcast (or will have after this anyway). This PR adds a few bits that will allow us to try to message this so that any returning/new users know not to expect future effort from us.
  • Adds CSS for our warning message.
  • Adds warning message text to the login/logout and logged in headers.
  1. We want to convert this application to our new container-based deployment system.
  • Adds our basic CI for building container images.
  • Sets things up to deploy on dev and main.
  1. Cleans up the README to describe the new process for development and deployment.

Looks good modulo the support email address (i don't think delphi@ goes somewhere useful, but delphi-support@ definitely does)
