  • Port forecaster definitions
  • Consider forecaster definition format (tentatively one file per forecaster; auto-read and collate)

funnily enough, almost all of the forecasters I had previously done are covered by scaled_pop as currently written. The exception is the flatline, which I'll start now..

Is this also closed by #51?

I think so. Flatline was actually handled in #32.
