Resubmitting PR #104 to main branch. This should fix the "norostat" endpoint.

Can test in R client with

Epidata$norostat(auth="(auth token)","Minnesota, Ohio, Oregon, Tennessee, and Wisconsin",epiweeks=Epidata$range(100052,300052))

Broken behavior: no results (-2).
Fixed behavior: epidata and success code.
