I removed the "Severity" section from the data_quality template, since it doesn't appear that a severity/priority ranking is currently used when addressing issues or adding features. |

Added issue templates for feature requests, bug reports, and data quality issues. These auto-assign labels and assignees. Blank issues, which don't use a template, are still enabled.
I didn't include a file with contributing info, a la this, given the repo-wide README that already contains a lot of detail on the branch creation and merging process.
