This PR replaces #124.

JHU runs and tests pass. 7dav signal names are their final production versions.

* Jenkins pipeline file
  - Automatically detect the indicator based on the branch name pattern `deploy-*`
  - Build/test/package whenever a PR is opened against such a deployment branch
  - If tests pass, use Ansible to stage a deployment of the indicator
  - message Slack with success/failure status
* Ansible environment
  - Receives the indicator name from Jenkins
  - Unpacks packaged indicator and configures a runtime environment for it
  - Decrypts secret parameters such as API keys that must be stored in the public repo

Actually running the indicator is controlled from Delphi Automation.

This commit also includes:

* Supporting Jenkins scripts and Ansible production config file for the JHU indicator
* We manipulate the population of NYC buroughs to put everyone in Manhattan so it matches up with JHU's cases/deaths reporting
