Create an improved "bar visits" signal with better coverage

Actual Behavior:
We don't have good geographic coverage for the safegraph:bars_visit_num/prop signals because we don't have input data for those states. The signal consistently has only 40-42 states available for bars visit data.

If we want to improve the spatial coverage of the bar-visits indicator, we may want to take the union over multiple NAICS codes, but that may reduce the precision of the indicator. (As Addison commented here)
