JHU MSA has inf values in some _prop signals

In receiving, for many msa level wip files with prop, there are inf values. The cause is that the aggregation (which should be happening on 'population') yields some 0 populations, when run through GeoMapper. Here is an example of some rows...

I just checked and couldn't find any MSAs with zero population. For example, MSA 10180 from above has

fips | pop | msa
48059 | 13544 | 10180
48253 | 20202 | 10180
48441 | 131506 | 10180

So I'm not sure that we know what is causing this, yet.

Oh I see, this is likely related to JHU-specific pop fixes, so I didn't see it on my end because I was using the new geomap utility's population instead of the static file. I'll speak with @huisaddison and learn more.

@krivard I tested for any inf msa values in the output of my local jhu from the deploy_jhu branch and found none, so this seems fixed.
