[change] Update DJL deepspeed and fastertransformer dlc image uris

Description of changes:
Updates image uris to latest released versions.
Updates default model image to latest version.

Testing done:
Validated with HF accelerate and DeepSpeed by spinning up endpoints with the SDK changes here.
