feature: Add TrainingImageConfig support for SageMaker training jobs

*Description of changes: Introducing two new parameters training_repository_access_mode and training_repository_credentials_provider_arn to estimator, which will be passed to CreateTrainingJob API to support SageMaker Training Artifactory(private docker registry)

*Testing done:

1. Unit test passed
2. Created training job with updated json model in notebook as expected.
