Issue #, if available: N/A

Description of changes: That's an implementation of the HyperbandStrategyConfig and StrategyConfig, which are already available for customers, but missed in the SDK. We want to support this feature in the SDK as well.
Here is the documentation of the changed CreateHyperParameterTuningJob config. Search for StrategyConfig.

Testing done: Added new unit test and tests ran successfully/
