feature: Add PyTorch DDP distribution support

• Allow customers to launch native PTDDP jobs with nccl backend using a new distribution value: { "pytorchddp": "enabled": "true", <other options> }}
• Uses smdataparallel runner for launch, same as smdistributed backend.
