Description of changes:
Dependabot currently does not track extras and tox.ini dependencies. This PR helps track the dependencies for security alerts. The changes are backwards compatible.

Testing done:
Ran unit tests locally. Also checked manual runs for: pip install -e .'[local]' , etc.
