infra: move Neo unit tests to a new file and directly use the Model class

Description of changes:
Following the trend of #1415 and #1418 for using Model instead of DummyFrameworkModel and following #1417 with creating new files to help manage our unit tests. It's because the tests alone were ~160 lines that I chose to make a new file even though all of these tests are testing the same Model.compile method.

Unlike #1418, this was more of a straight copy/paste, other than changing the code to use Model. The only other change was the dynamically generate EC2_REGION_LIST instead of hardcoding it.

Testing done:

• pytest tests/unit/sagemaker/model
