Description of changes:

  • Adobe Analytics is included by adding some javascript, but to do this we need a newer version of Sphinx >1.8.
  • Upgrades Sphinx to 2.2.2 - I tried multiple later versions but these are met with an error that's pretty new, so I rolled back to something >1.8 and still works.
  • Updated the tox.ini and requirements.txt stuff to match - that part's a little wild to me as there's multiple spots for deps, but I bumped them all for Sphinx.

I won't know if it all works for reporting because the site's domain is whitelisted and local tests are not...

how does this new file interact with requirements.txt? do we have to keep dependencies up-to-date with both?

It doesn't; as far as i could tell, requirements.txt is for tox. I created that yaml approach because it's a really nice, repeatable way for anyone to setup their docs environment. How that can dovetail with tox, I don't know yet. Ideally, we don't have deps sprinkled about in different places.

how about for the scope of this PR we remove this file for now, and then in another one we can tackle keeping all the dependencies in one place?
