Why constrain the urllib3

We have the constrain because of the issues with docker-compose that restricts requests version which restricts urllib3 version.
What version of python sdk do you use? Are you using local mode?
We have recently split python sdk dependencies into more use case oriented subsets and urllib3 is only required explicitly for local mode.

Though it seems like now it can be changed to: 'urllib3>=1.21.1,<1.26,!=1.25.0,!=1.25.1'

And requests versions to: 'requests >= 2.20.0, < 3',

Two cases:

1. In the Cloud9, I install python 3.6 and run python script in the bash shell. The python script will trigger SageMaker remote build.

2. In AWS CodeBuild to run python script. In the python Script, it will use SageMaker python SDK to trigger SageMaker fit job. The Codebuild python version is 3.8 now.
