Use HTTPS for AWS API Documentation links in javadocs

Description

The URLs in the javadocs that go to the various service API docs currently use HTTP; changing to use HTTPS.

Motivation and Context

Best practice, resolves internal ticket

Testing

mvn install completed without errors
