Description of changes:
Adding feature flag LEGACY_BUILD to cmake to start merging new cmake build scripts behind it. The flag is ON by default needs to be turned off to be used.
Behind feature flag added the project setup and version detection only so far. Left comments on the structure of whats coming in following PRs.
