Add
publishmake target, which allows publishing snapshot artifact to a specified repository. Repository credentials should be defined and exported in/fromric-dev-environment/dev-maven-repo.mkand includeMAVEN_REPO_URL,MAVEN_REPO_PASSWORD,MAVEN_REPO_USERNAMEBy submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
