controversial: Set default level to "NoLogs" so that users don't see "[Error]" about happy eyeball connections failing.

Ugh, blocked until we fix our CI
This repo's CI machines are using Python 3.4 and PIP is refusing to use anything older than 3.5.
If we update to use "builder.py" in this repo, we'll get more update-to-date machine images.
