Description of your changes

As described in the linked issue, the dependencies related to the AWS SDK, which are used extensively in the workspace need updating. This PR bumps their version to the latest available.

The PR also updates two more packages related to mocking the AWS SDK and changes the way that Uint8Array items are created in the unit tests of the AppConfigProvider to reflect the new types in the SDK. The change doesn't have any customer-facing effect.
