Maintenance: update labels in automation

Summary

As result of the discussion in #2416 we should update the labels in our automation scripts and configs, as well as the maintainers playbook to reflect the new convention.

Why is this needed?

Because we decided to revert the labelling to the older convention, so that we can use centralized automation on the repos.
