Feature request: Region build script

Use case

From time to time, AWS adds new regions to AWS's global infrastructure and it would be great if Powertools supported them quickly.

Solution/User Experience

The solution to this problem is to automate the new region process to give parity as soon as possible to the new region, to that end a GitHub Workflow to bootstrap the region with CDK's bootstrap and deploy existing layers to the region to give version number parity is needed.
