Docs: remove Encryption SDK callout in data masking docs

What were you searching in the docs?

In the intro section of the Data Masking feature we have a callout that warns customers that they need to install the AWS Encryption SDK since it was not part of the Lambda layer.

This is no longer the case and we should fix the docs.

How can we improve?

We should remove the callout since the SDK is now part of the Lambda layer as of v3.
