This is now the standard version of the black Python package used for formatting Python code. This version is already in use in this repository's own infrastructure (#164).

The failure of the link check workflow run is unrelated to the change made in this PR. I'm hoping the website will come back online and the problem will solve itself. Even if we do need to eventually find an alternative source for the information previously provided by that page, that change will be most appropriate for a dedicated PR.
