- Remove obsolete submission URL extraction script
- Finish replacing Go utility script with tasks
This script was used for the previous issue-based submission system, and so will be of no more use after the switch to the new system.
There is already a task for `go fmt` and `go vet`, so the remaining unique component of the `fmt_fix_vet`script was `go fix`.
