Motivation

To fix the Preferences menu enablement issue.

Change description

  • Manually update the menus when executing the command.
  • Also disabled the menu when the settings dialog is opened.

Closes #1735

I verified this fixes #1722

I also verified the intentional disabling of the File > Preferences menu item while the "Preferences" dialog is open to prevent the user from opening multiple copies of the dialog is working correctly.
