What kind of change does this PR introduce?

Infrastructure enhancement

What is the new behavior?

release-go-task, publish-go-nightly-task and publish-go-tester-task differ slightly from their templates present in the tooling-project-assets repository. The scope of this PR is to eliminate these differences.
