This PR adds a new GitHub workflow to check the releases:

🔍 Fails if library.properties and the release have different version numbers
💥 Removes the affected release AND the tag, if the workflow fails
🧪 Uses https://github.com/dev-drprasad/delete-tag-and-release/ after testing various GitHub actions,

Same workflow as in arduino-libraries/Arduino_UnifiedStorage#28
